 Regional registry of social cooperatives

The Department for Economic Activities and Innovation signed an agreement with Regione Lombardia, acquiring the competence to manage the albo regionale delle cooperative sociali (regional registry of social cooperatives), with reference to its provincial allocation that includes all the social cooperatives whose registered offices are located in the Province of Milan.

There are no time limits to be listed in the Registry and applications can be made at any time during the year. The social cooperatives as described below are eligible to apply for listing in the Registry:

• cooperatives that run social, health and education services in the sectors of social work, health assistance, social and health care, education, social tourism and instruction, supplementary school training aimed at prevention of missed schooling and for school education success (section A);

• cooperatives that fit disadvantaged people into jobs in various activities (agriculture, industry, small business, trade or services). Disadvantaged people are defined in article 4 of law 381/1991 (section B);

• cooperatives that are established as consortiums with a share base comprising no less than 70% of social cooperatives(section C). 

Social cooperatives can apply to be listed in a single section only in the Registry.If the social cooperative Articles of Association state that it performs both the activities in letter a) and the activities in letter b) of section 1, of article 1 of law 381/91, the application for registration shall specifically state which section the cooperative is applying to register in.

A cooperative can also perform activities unrelated to the section it applies for registration in, in compliance with the following conditions:

• that the production value made from carrying out the activity not corresponding to the section equals or is less than 20% of the total production value;
• that the activity is functional to achieving the social purpose.
