The One-Stop Shop for Businesses was created, and is regulated by, the Legislative Decree of 31 March 1998 no. 112, (bringing into force the measure better known as the Bassanini Law) and with the subsequent Decree of the President of the Republic of 20 October 1998, no. 447.
Legislative Decree no. 112/98 delegates to local Councils the responsibility for the administrative functions involved in setting up, expanding, closing, re-opening, locating and re-locating businesses, and also for those concerning any internal building works carried out for business use.
In order to carry out these duties, the local Councils are required to set up a single structure that will guarantee its users access to all the information concerning their requests for authorisation and the relative administrative procedure, and also information on what steps are needed to complete the authorisation process. The Council is also required to provide all the relevant information on the availability of sites for new businesses, and the availability or otherwise of financial inducements at a European, national, regional or local level.
The management of the single structure can be the responsibility of a single authority, or can be carried out in association with other organisations.
